§290bb–44 Assertive Community Treatment Grant Program

Summary

The Assistant Secretary must give grants to create or to keep and grow assertive community treatment programs for adults with serious mental illness. Eligible applicants include States, local governments, Indian Tribes or Tribal organizations (as defined in 25 U.S.C. 5304), mental health systems, health care facilities, or other groups the Assistant Secretary approves. The Assistant Secretary may favor programs that cut hospital stays, reduce homelessness and criminal justice involvement, and improve health and social results. By the end of fiscal year 2026 the Assistant Secretary must report to the Committee on Health, Education, Labor, and Pensions of the Senate and the Committee on Energy and Commerce of the House about the grant program, including cost savings, public health outcomes (like mortality, suicide, substance use disorders, hospitalizations, and service use), criminal justice involvement, homelessness, and patient and family satisfaction. The Assistant Secretary must also give training and technical help to grantees. Congress authorized $9,000,000 for each of fiscal years 2023 through 2027, and up to 5 percent of those funds may be used for the report, training, and help.
