The Secretary must set up an advisory committee called the Advisory Committee on Interdisciplinary, Community-Based Linkages. The Secretary decides how many people will serve. Members cannot be federal officers or employees. Within 90 days after November 13, 1998, the Secretary must pick members who are health professionals from certain health professional schools. The group must have a fair mix of professions, at least 75 percent health professionals, people from different regions and both urban and rural areas, and enough women and minorities. Members are chosen for their skill, interest, and knowledge. Terms are three years, but at first one-third serve 1 year, one-third serve 2 years, and one-third serve 3 years. Vacancies are filled the same way and new members finish the old term. The Committee must meet at least three times each year and can meet with related groups. It must give the Secretary advice on policy and programs under this part; write a report 3 years after November 13, 1998, and every year after that to the Secretary and the Senate and House committees named in the law; create and publish performance measures and guidelines for long-term evaluations; and suggest funding levels. Agendas must be available 14 days before meetings and summaries 30 days after. Members are paid the daily equivalent of the Executive Schedule level IV rate (see section 5315 of title 5) and get travel expenses at the standard federal rates under subchapter I of chapter 57 of title 5. Chapter 10 of title 5 applies only if it does not conflict with these rules.
