The Secretary of Health and Human Services, working through the HRSA Administrator and with advice from the CDC Director, must award grants or make contracts to eligible groups to train graduate medical residents in preventive medicine specialties. Eligible groups are (1) an accredited school of public health or a medical/osteopathic school, (2) an accredited public or private nonprofit hospital, (3) a State, local, or tribal health department, or (4) a consortium of 2 or more of these. Money must be used to create or run accredited residencies or internships in preventive medicine or public health, pay for required practicum experiences, and set up or improve academic units or clinical teaching programs. The Secretary must send Congress a yearly report on the program.
