Allows grant or contract money under this law to pay for activities that support nursing education and the nursing workforce. That includes creating and running training programs, improving teachers, trying out model projects, helping trainees with tuition, books, fees and reasonable living costs while they train, providing technical help, studying the workforce, and sharing information to meet recognized nursing goals under the rules of this law. Recipients must keep their own (non‑Federal) spending on those activities at least as high as it was in the fiscal year before they receive the grant. Federal funds must add to existing spending, not replace it.
