The Corporation may require reports from any grantee, contractor, or person or group getting money under this subchapter about the activities they carry out under this subchapter. It must require and keep records about grant or contract funds and must be allowed to look at those records at reasonable times to make sure rules and conditions are followed. The Corporation must publish an annual report and file it with the President and Congress. That report must describe the services listed in section 2996f(a)(2)(C)(i) and (ii). Copies of evaluation, inspection, or monitoring reports must be given promptly to the grantee or contractor and kept in the Corporation’s main office for at least five years. Those reports must be open for public inspection during business hours, and copies must be available for a reasonable fee. Before issuing rules, regulations, guidelines, or instructions the Corporation must give notice and a reasonable chance for comment and must publish them in the Federal Register at least 30 days before they take effect.
