The Agency must work with public and private experts to find and share ways to judge health care research. It must create and make widely available tools that rate how strong the scientific evidence is for medical practices, recommendations, and technology reviews. Agency reports that make recommendations must show the evidence level using those tools. The Agency must link research directly to clinical care across many places in the United States. It will do this through things like research centers that focus on improving care, provider-based research networks (including plans, clinics, and especially primary care), and other new methods. The Director can set the rules for who may apply for grants.
