Creates a National Advisory Council for Healthcare Research and Quality to advise the Secretary and the Agency Director on the Agency’s work. The Council gives advice on research priorities like quality, outcomes, cost, use, and access to care; on training and sharing information about health care quality; and on the Agency’s proper role and chances for public‑private partnerships. The Secretary appoints 21 qualified members, at least 17 of whom must be non‑federal public representatives and at least 1 a rural specialist. The appointed members include seven groups of three people each: research experts; quality improvement researchers; practicing physicians (at least one primary care doctor); other health professionals; private sector or health system leaders; experts in economics, IT, law, ethics, business, or policy; and patient and consumer representatives. Ex officio federal members include the Assistant Secretary for Health, Directors of NIH and CDC, the CMS Administrator, the FDA Commissioner, the OPM Director, the Assistant Secretary of Defense (Health Affairs), the VA Under Secretary for Health, and any other officials the Secretary names. Appointed members serve 3‑year terms (staggered at the start), may stay until successors are named, meet at least every 4 months, get per‑day pay up to Executive Schedule level IV if they accept it, and receive staff and help from the Director. The Council continues until the law says otherwise.
