The OPM Director or the GSA Administrator must answer any priority request from the heads of SAMHSA, CDC, FDA, or NIH within 21 days. If they do not disapprove the request in those 21 days, the request is treated as approved. The agency head who sends a priority request must also send a copy to the Secretary and the Assistant Secretary for Health on the same day. A "priority request" is one the agency head calls priority and that asks OPM for staff for activities related to acquired immune deficiency syndrome or asks GSA for administrative support or space for those activities.
