Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XXVIII — HEALTH INFORMATION TECHNOLOGY AND QUALITY › Part A — Promotion of Health Information Technology › § 300jj–13
The National Coordinator must, within 6 months after the HIT Advisory Committee first meets, regularly bring that committee together to pick priority uses of health IT, find the standards that support those priorities, and publish a report with recommendations. The priorities cover ten areas, including needs from payment and value programs, quality of care, public health, clinical research, privacy and security, innovation, patient safety, usability, individuals’ access to electronic health information, and other Secretary-approved topics. The committee must give extra weight to standards made by consensus-based standards organizations and work with the consensus standards entity and federal agencies to see if a core set of common data elements and value sets is needed. Starting 5 years after December 13, 2016, and every 3 years after that, the National Coordinator must convene stakeholders to review adopted standards and recommend keeping or phasing them out. The HIT Advisory Committee and NIST must also set annual priorities with public input. New or improved standards may be used if they help secure and exchange health information.
