Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XXXI — WORLD TRADE CENTER HEALTH PROGRAM › Part A — Establishment of Program; Advisory Committee › § 300mm–4
The WTC Program Administrator must hire Clinical Centers of Excellence and Data Centers to run the WTC Health Program. Clinical Centers must provide monitoring, treatment, and initial health checks, do outreach and keep people in care, offer counseling about WTC-related and other benefit programs, provide language help, and collect and report program data. Data Centers must receive and analyze that data, make and update care and screening rules, help coordinate outreach, set standards for choosing medical providers, run steering committee work, meet with Clinical Centers for clinical guidance, and share data with researchers under CDC/ATSDR rules. Clinical Centers must offer joined-up, accessible care and have staff experienced with WTC responders and survivors, including experts in occupational and environmental medicine, mental health, and social services. Contracts must require patient input, coordination with routine medical care, fraud protections, privacy safeguards, treating or referring enrolled patients, outreach in appropriate languages, and following program rules. The Administrator will pay Clinical Centers a negotiated rate for fixed infrastructure costs (things like outreach, data work, counseling about other help, and developing treatment protocols), but not for new construction. By July 1, 2011, the Comptroller General must report on whether Data Centers should be combined into one and must also report whether Clinical Centers’ financial systems can submit claims data on time.
