§300mm–23 National Arrangement for Benefits for Eligible Individuals Outside New York

Summary

Create a nationwide network of health care providers so enrolled WTC responders and screening‑eligible or certified‑eligible WTC survivors who live in any State (as defined in law) outside the New York metropolitan area can get monitoring, treatment benefits, and initial health evaluations near where they live. They can still get these services through any Clinical Center of Excellence. Providers in the network must meet Data Centers’ credentialing rules, follow the law’s monitoring, evaluation, and treatment protocols, collect and report required data, and meet fraud and quality rules (including sections 1320a–7 through 1320a–7e as applied by section 300mm(d)). The WTC Program Administrator may offer training and technical help. The Administrator may also contract with the Department of Veterans Affairs to use VA facilities. By July 1, 2011, the Comptroller General must report to the House Energy and Commerce Committee and the Senate Health, Education, Labor, and Pensions Committee on whether the VA could provide these services more efficiently and effectively than the network.
