The Secretary must send a report to the President, who will give it to Congress, by two years after June 23, 1976, and every two years after that. The report must describe what has been done about health information, health promotion, preventive health services, and teaching people how to use health care correctly. It must say what activities were done and how well they meet the goals; what staff and training are needed and what is being done to prepare teachers and other workers; the goals, plans, models, and standards made under the law and the results of the required study; and any suggested laws or changes to this program. The Secretary must also study how public and private health insurance covers health education and preventive services, including how much is covered, what kinds of coverage exist, and what cost sharing (like copays or deductibles) those plans require.
