Each fiscal year, the Secretary, through the Center for Substance Abuse Treatment, must set an allotment amount for every State based on section 300x–33. The Secretary will give a grant equal to that allotment if the State submits an application under section 300x–32. The State must spend the grant only to carry out the State plan created under section 300x–32(b) and to plan, run, and evaluate programs to prevent and treat substance use disorders and support recovery.
