Title 42 › CHAPTER 6A — PUBLIC HEALTH SERVICE › SUBCHAPTER XVIII — ADOLESCENT FAMILY LIFE DEMONSTRATION PROJECTS › § 300z–7
Allows the Secretary to give grants or sign contracts with public agencies, private groups, or colleges to fund research and sharing of results about the topics listed elsewhere in the law. Each award covers one year and can be renewed up to four more one-year periods, not necessarily in a row. For any one-year award, direct research costs cannot be more than $100,000, though the Secretary can add indirect costs as needed. The Secretary can waive the $100,000 limit if the project has exceptional national importance or if extra money is needed for limited demonstration projects that provide service data. Award funds may stay available after the year ends to help prepare the required report. Money may be used for surveys, long-term studies, or small demonstration projects that increase knowledge about the listed topics. Funds cannot buy or improve land or pay for building construction or major facility improvements (minor remodeling is allowed). Applicants must apply in the required form, show they can do the work, and, for research projects, get a scientific approval from a review panel. The Secretary should coordinate with the National Institutes of Health when appropriate. A peer-review system like the NIH’s must be used, with a panel that reviews each application, meets at least once a year, and has no more than 25% physicians. The Secretary may fund only projects the panel finds scientifically meritorious and must decide within one month after getting the panel’s recommendation. Research recipients must send a results report to the Secretary within 18 months after the funded year ends (if funded for two or more consecutive years, the report is due within 12 months after each funded year). Recipients of awards for sharing results must send whatever reports the Secretary requires.
