Title 42 › CHAPTER 38 — PUBLIC WORKS AND ECONOMIC DEVELOPMENT › SUBCHAPTER I — ECONOMIC DEVELOPMENT PARTNERSHIPS COOPERATION AND COORDINATION › § 3131
The Secretary must work with states and other groups so federal economic help fits and supports state, regional, and local development plans while meeting national goals. The Secretary can give technical help to states, local governments, regional groups (including ones that cross state lines), multi-state organizations, and nonprofits to relieve economic distress, support public-private partnerships and better economic plans, and encourage investment in infrastructure and technology to stay competitive. The Secretary must make rules so state and local agencies get a reasonable chance to review and comment on proposed projects that could have a significant direct effect on a local economy. The Secretary can also make cooperation agreements with any two or more states, or organizations of such states, to support economic development, and those agreements must include participation by other government and non-government groups that represent important local interests.
