Title 42 › CHAPTER 50 — NATIONAL FLOOD INSURANCE › SUBCHAPTER III — COORDINATION OF FLOOD INSURANCE WITH LAND-MANAGEMENT PROGRAMS IN FLOOD-PRONE AREAS › § 4101c
Federal leaders must share flood-risk and map data and work together on budgets. The Secretary of Homeland Security, the FEMA Administrator, the OMB Director, and heads of agencies doing flood work must share flood risk determination data and geospatial data. Within 30 days after the President sends the federal budget to Congress, the OMB Director, working with FEMA, USGS, NOAA, the Army Corps of Engineers, and others, must send the House and Senate authorizing and appropriations committees a report, certified by each agency head, that shows each agency’s proposed budget for flood-risk data and digital elevation models (including any planned transfers) and explains how the efforts fit together. The FEMA Administrator must help create standards so geospatial data can work together, coordinate with the Federal Geographic Data Committee, and act as a liaison under OMB guidance. The Administrator must, as much as practical, align and fund state, local, and other federal flood-mapping and geospatial work and make a funding plan to share costs and data across government.
