Title 42 › CHAPTER 77 — ENERGY CONSERVATION › SUBCHAPTER III — IMPROVING ENERGY EFFICIENCY › Part E — Energy Conservation Program for Schools and Hospitals › § 6371d
States, public schools, and hospitals may apply for energy-conservation grants only once each fiscal year. Schools and hospitals must send their applications to the State energy agency. The State energy agency will send one combined packet to the Secretary with all applications that match the State plan. Applications must include whatever information the Secretary reasonably asks for, including energy-audit results that follow the program’s guidelines. The State’s annual submission must list and describe the projects it wants to fund that year and show expected spending as the Secretary’s rules require. Applications must also go through or be approved by the State school or hospital facilities agency and fit with related State education and health plans and review processes. The Secretary will approve applications that meet these rules and will explain any denial. Applicants may resubmit or amend applications and they will be reviewed the same way. Parts of an application can be denied if there is not enough money. If a State, school, or hospital is found, after notice and a hearing, to be seriously out of compliance, the Secretary will stop further assistance until the problems are fixed.
