Title 42 › CHAPTER 79 — SCIENCE AND TECHNOLOGY POLICY, ORGANIZATION AND PRIORITIES › SUBCHAPTER II — OFFICE OF SCIENCE AND TECHNOLOGY POLICY › § 6615
The Director of the Office of Science and Technology Policy must, working with the National Science and Technology Council, write and send Congress a national science and technology strategy no later than December 31 of the year after the year in which the review under section 6615b finishes. The plan must cover the next 4 years. In making the plan, the Director must use the review’s recommendations, the most recent national security strategy under section 3043 of title 50, other national plans and reports, and relevant agency strategic plans. The strategy must describe strategic goals and research priorities to keep and grow U.S. leadership in science and key technologies (near-, medium-, and long-term), address technologies for social and national challenges including a move toward a circular economy, recommend cross‑government programs and policies, include plans to boost sustainability and U.S. jobs, note global science and technology trends and risks, and outline ways to build international partnerships that support U.S. values and interests. The Director must consult with the Office of Management and Budget so strategy priorities feed into budget requests. After each release, the Director must brief congressional committees twice a year on progress, changes, and implementation. The strategy should be posted online when possible, and may include a classified annex if needed. The authority ends on August 9, 2032.
