Title 42 › CHAPTER 79 — SCIENCE AND TECHNOLOGY POLICY, ORGANIZATION AND PRIORITIES › SUBCHAPTER II — OFFICE OF SCIENCE AND TECHNOLOGY POLICY › § 6622
The Director must create or name a Committee on Technology under the National Science and Technology Council. That Committee must plan and coordinate federal advanced manufacturing research and development. It must work with the National Economic Council and with industry, other agencies, and research centers. The Committee will set goals and priorities to strengthen U.S. manufacturing, find and reduce federal and state rules or funding problems that slow manufacturing, help move university research into commercial products made in the United States, and encourage public‑private partnerships to solve big tech or market challenges. The Committee also must make and update a national strategic plan. The Committee will write the strategic plan with the National Economic Council, and the President must send the plan to Congress and post it online. The plan must list and rank near- and long-term goals with timelines and ways to measure progress; report past progress and explain unmet goals; describe each agency’s role; explain how research will be turned into U.S.-based manufacturing, how workforce education and training will be strengthened, and how small and medium manufacturers will be helped. It must analyze factors affecting competitiveness (such as technology transfer, the national security industrial base, workforce skills here and abroad, trade and export issues, finance and taxes, emerging technologies and markets, and R&D by other nations) and get input from many stakeholders. The President must update the plan by May 1, 2018 and at least every 4 years after that. The budget must say how it matches the plan, and the Advanced Manufacturing Partnership Steering Committee must give input.
