Title 42 › CHAPTER 79 — SCIENCE AND TECHNOLOGY POLICY, ORGANIZATION AND PRIORITIES › SUBCHAPTER II — OFFICE OF SCIENCE AND TECHNOLOGY POLICY › § 6621
Create a committee inside the National Science and Technology Council, with the Office of Management and Budget, to coordinate federal STEM education work across agencies like NSF, DOE, NASA, NOAA, the Department of Education, and any other agencies with STEM programs. The committee must coordinate activities (including with OMB), promote teaching innovation and entrepreneurship, avoid duplicate efforts, and work with the STEM Education Advisory Panel and other stakeholders. It must keep a list of federally funded STEM programs with effectiveness reviews and participation rates for women, underrepresented minorities, and people in rural areas. The committee must also ask states for feedback, check how agencies measure results, and recommend reforms, consolidations, or endings of programs when needed. Every 5 years the committee must create and update a 5-year strategic plan that sets priorities, lists common metrics, explains how each agency will assess effectiveness, and describes each agency’s role. The Director of OSTP must push and watch the agencies to make sure the 5-year plan is made, carried out, and meets its goals. Each year, with the President’s budget request, OSTP must send Congress a report about the 5-year plan. That report must describe past, current, and proposed agency STEM programs and funding; assess duplication and fragmentation; report progress and program assessment results (after the first report); explain how agencies will share resources with states and educators (including certain qualifying schools); list consolidations and terminations done and planned; note major new public‑private partnerships; give an account of research agency investments in HBCUs, TCUs, and MSIs and their participation in awards; and describe any major changes in implementing section 10522 of the Research and Development, Competition, and Innovation Act.
