Title 42 › CHAPTER 81 — ENERGY CONSERVATION AND RESOURCE RENEWAL › SUBCHAPTER I — ELECTRIC UTILITY RATE DESIGN INITIATIVES › § 6807
The Secretary can give money to State utility regulatory commissions and to nonregulated electric utilities so they can do the work required by parts of the Public Utility Regulatory Policies Act of 1978 (titles I and III and section 210). Federal agencies cannot get these grants. The Secretary can set rules for the grants, but only rules needed to make sure the money is used for those duties or rules the law already requires. Applicants must apply in the form the Secretary requires and must promise the grant money will be extra, not a replacement for other government funds. The total funds are split so no State gets more than the smaller of an equal share or the amount the Secretary is allowed to give that State under subsections (b) and (c).
