Title 42 › CHAPTER 81 — ENERGY CONSERVATION AND RESOURCE RENEWAL › SUBCHAPTER III — ENERGY CONSERVATION AND RENEWABLE-RESOURCE ASSISTANCE FOR EXISTING BUILDINGS › § 6851
Create and support big programs that help homes, businesses, and factories save energy and use renewable sources. Congress found current efforts are not enough because many people and small businesses cannot get the money they need, there is not enough clear, trusted advice about what to do and how much it will save, and there are no organized programs that let consumers act easily and confidently. Strong programs would cut energy use and oil imports, help people who cannot afford home fixes (especially older adults and low-income people with disabilities), and create jobs and boost the economy. States should run these programs so they fit local needs, while the federal government sets broad rules and checks that people’s money and federal funds are protected and that real energy and cost savings happen. If it is cheaper and easier, the federal government should use existing programs, not make new agencies. Programs must add to, not replace, other state or community energy help. The purpose is to encourage and help carry out energy-saving and renewable measures through extra State energy plans and federal financial help.
