Title 42 › CHAPTER 84 — DEPARTMENT OF ENERGY › SUBCHAPTER VI — ADMINISTRATIVE PROVISIONS › Part C — General Administrative Provisions › § 7275
Defines key words used later in the law. Administrator is the head of the Western Area Power Administration. Integrated resource planning is a process to pick new energy resources by comparing all options (like new plants, power purchases, conservation and efficiency, cogeneration and district heating and cooling, and renewables) to give reliable service at the lowest system cost while accounting for system needs, risks, and verifiable long‑term energy savings, and treating demand and supply the same. Least cost option is the choice that, where practicable, gives reliable service while minimizing life‑cycle system costs, including environmental harms, and may favor efficiency and renewables. Long‑term firm power service contract is any sale of firm capacity (with or without energy) that lasts more than one year. Customer means any entity buying firm capacity under such a long‑term contract, including parent entities and their distribution or user members. Applicable integrated resource plan is the integrated resource plan the Administrator approves for that customer under these rules.
