The Treasury must provide $10,000,000,000 for fiscal year 2021, to be used until spent, for payments to States, territories, and Tribal governments to pay for critical building and equipment projects that help people work, learn, and get health monitoring (including remote options) because of the COVID‑19 public health emergency. The Secretary must pay $100,000,000 to each State. The Secretary must also pay $100,000,000 split equally among the United States Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, the Republic of the Marshall Islands, the Federated States of Micronesia, and the Republic of Palau. Another $100,000,000 must be split equally to Tribal governments and the State of Hawaii (in addition to Hawaii’s $100,000,000), with at least $50,000 to each Tribal government and between $50,000 and $200,000 to Hawaii for Hawaiian Home Lands and Native Hawaiian education. After those minimum payments, the rest of the money for States is split so 50% is based on each State’s share of total population, 25% on each State’s share of rural population, and 25% on each State’s share of people under 150% of the poverty line, using the most recent Census data. The Secretary must set up the grant application process no later than 60 days after March 11, 2021. Definitions: Secretary — Secretary of the Treasury. State — the 50 States, the District of Columbia, and Puerto Rico. Tribal government — as defined in section 802(g).
