§9203 Comprehensive Program Management Plan

Summary

The Secretary must create one clear management plan for the research, development, testing, and use of wind energy programs under this chapter. The plan must include a five-year program for small wind systems, an eight-year program for large wind systems, and a three-year wind resource assessment. While making the plan, the Secretary must talk with the NASA Administrator, the Secretary of the Interior, and other federal agencies and public and private groups as needed. Within nine months after September 8, 1980, the Secretary must send the first plan to the House Committee on Science and Technology and the Senate Committee on Energy and Natural Resources. Every year after that, when the President’s budget goes to Congress, the Secretary must send an updated, detailed description of the current plan. The annual update must explain any changes and why they were made, report progress, describe program goals and next-year milestones, give estimated costs for program items, show how much funding will come from the federal government versus non-federal partners, note major economic, environmental, or social effects, report on interagency cooperation, and offer any recommendations (including needed legislation).
