Congress allows $356,400,000 to be spent to build the projects named in sections 1571, 1572, 1573, and 1579. Of that, $3,579,000 is for reducing fish and wildlife harm when replacing the Coachella Canal in California, and $6,960,000 is for similar work related to the Desalting Complex Unit and the Protective and Regulatory Pumping Unit in Arizona. Costs are based on January 1979 prices, plus or minus normal price changes. Money is also allowed to run and maintain the projects and to make changes under section 1574. The Secretary must review new, cost-saving desalination technologies and put them into the plants if they save money. No more than five percent of the authorized funds can be used for that work. The law also allows paying any condemnation awards above appraised values and covering costs under the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970.
