The Secretary must speed up and finish planning reports for the salinity-control units named in the Secretary’s February 1972 Colorado River Water Quality Improvement Program report. After getting comments, the Secretary must send each draft quickly to the Colorado River Basin States and other likely reviewers, consider their comments, then send the final report and recommendations at the same time to the President, other federal departments and agencies, Congress, and the Basin States. The Secretary must work with the Secretary of Agriculture on research, on-farm demonstrations, and farm practices to reduce irrigation salinity. The Secretary must do more research using other agencies and groups, make a plan to cut salt from Bureau of Land Management lands and report that plan to Congress and the advisory council by July 1, 1987, study saline water use and disposal (using the Bureau of Reclamation’s September 1981 report), and do advance planning for the Sinbad Valley Unit in Colorado as described in the BLM Salinity Status Report (1978–1979, Feb. 1980).
