The Secretary may change the authorized projects when needed to meet the goals of this law. No money for any change may be spent until 60 days after the proposed change is sent to the appropriate congressional committees, unless Congress approves an earlier date by concurrent resolution. The Governors of the Colorado River Basin States must be told about the changes. The Secretary may sign contracts needed to carry out the law even before Congress provides the money. Congress is authorized to appropriate $125,100,000 for construction and related purposes under section 1592(a) or (b), based on April 1973 prices and adjusted for normal cost changes, plus amounts needed to operate and maintain the works. These funds may cover any or all works or parts of them, and may pay condemnation awards above appraised values and costs required under the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. In addition, Congress is authorized to appropriate $175,000,000 for section 1592(a), including the work and measures described in paragraph (6) of that section, but work under section 1592(a)(6) may proceed only to the extent and in the amounts Congress provides in advance in appropriations Acts.
