Title 43 › Chapter 38— CRUDE OIL TRANSPORTATION SYSTEMS › § 2001
Congress requires the federal government to move fast to plan and deliver crude oil from the West Coast and Alaska to areas that might run short. The West Coast has a large surplus, and a cut in Canadian oil could cause severe shortages in northern and inland states. Until new west-to-east delivery systems are built, extra Alaskan oil would be sent through the Panama Canal at high cost. Actions must follow section 410 of the Act of November 16, 1973 (87 Stat. 594), and federal and state decisions, including environmental reviews and permits, must be sped up and handled together.
