Title 43 › Chapter 38— CRUDE OIL TRANSPORTATION SYSTEMS › § 2011
When the President or any federal officer approves or denies a crude oil transportation system, or grants rights-of-way, permits, leases, or other authorizations to build, operate, or maintain the Long Beach-Midland project or a crude oil transportation system approved under section 2007(a) of this title, they must publish a notice in the Federal Register and in newspapers that serve the affected areas. Any lawsuit about such a decision made after November 9, 1978, must be filed within 60 days after that notice appears in the Federal Register or the newspapers, whichever is later. The case must go to the proper U.S. district court, and the court clerk must send a copy to the Secretary. Federal district courts must hear these cases no matter the amount involved. State or local courts cannot hear them. Courts may not issue an injunction blocking those rights or permits except as part of a final judgment in a case filed under these rules.
