The Secretary of the Interior can lend money to water users, under state law, to build, manage, conserve, or buy and move water when it will help reduce drought losses. Borrowers must prove they can repay. The Secretary sets the loan terms. Interest is the rate set by the Treasury based on average market yields for similar U.S. securities. Repayment starts when the loan is signed and cannot exceed 15 years. Some other listed statutes do not apply. The Secretary must notify the Senate and House natural-resources committees in writing at least 30 days before final approval.
