§2226 Technical Assistance and Transfer of Precipitation Management Technology

Summary

The Secretary can give technical help for drought planning in any State not named in section 391 of this title and in the District of Columbia, Puerto Rico, the Republic of the Marshall Islands, the Federated States of Micronesia, the Trust Territory of the Pacific Islands, and, when that trusteeship ends, the Republic of Palau, plus the U.S. Virgin Islands, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands. The Secretary can run a Precipitation Management Technology Transfer Program to address changing rainfall and droughts in the Western United States as part of water planning. The program must work with State, tribal, and local water, hydropower, water-quality, and instream-flow groups to pick study sites. Field studies must be paid half by the federal government and half by others (50–50) to test and measure whether the technologies can increase stream flows. Proven methods must be passed to nonfederal groups so they can use them.
