The Secretary may give technical help for drought planning to any State not listed in section 391, and to the District of Columbia, Puerto Rico, the Republic of the Marshall Islands, the Federated States of Micronesia, the Trust Territory of the Pacific Islands (and, after trusteeship ends, the Republic of Palau), the U.S. Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. The Secretary can run a Precipitation Management Technology Transfer Program for the Western United States as part of long-term water planning. Working with state, tribal, and local water, hydropower, water-quality, and instream-flow groups, the Secretary will pick study sites, share study costs 50–50, test whether precipitation management can boost streamflow, and give proven technologies to non‑Federal parties for use.
