The Secretary of the Treasury must put into the reclamation fund an amount equal to the difference between 52½ percent of the money the Treasury determines came from naval petroleum reserve lands (not including Alaska) from February 25, 1920, through June 30, 1938, and the total of all advances made to the reclamation fund under sections 397, 398–400, 391a, and 391b that were not repaid to the Treasury's general funds. That transfer counts as full repayment to the general funds for all advances made under sections 391a, 391b, 397, and 398–400.
