Plans to build a project already approved under the federal reclamation laws must be made the same way as proposals under section 422d. The Secretary can waive the parts in subsections (a) and (b) of section 422d if those parts just repeat, are no longer needed, or cannot be done because of actions the United States already took. If the Secretary approves a proposal, he can negotiate and sign a contract that follows section 422e as closely as possible.
