The law lets up to $600,000,000 be spent for this program, and up to another $600,000,000 starting October 1, 1986. The Secretary must tell Congress right away when each proposal under section 422c is received, and no contract can start until money to begin that specific proposal is actually appropriated. The funds stay available until used and, if they fund loans, must be repaid as the law says. No more than 20 percent of the extra funds available October 1, 1986 may go to projects in any one State. Starting five years after October 27, 1986, the Secretary can waive that 20 percent limit for loans and grants that meet the goals in section 422a, but the waiver must be sent to Congress with the project under section 422d(c) and only takes effect if Congress does not pass a joint resolution of disapproval within 60 legislative days.
