The Secretary of the Interior can build, run, and take care of extra irrigation projects under the Federal Reclamation laws (Act of June 17, 1902, 32 Stat. 388, and later changes). He may only start after making the required report and findings under those laws, and the report may charge part of the dam and reservoir cost to irrigation as long as water users can repay it. The dam, reservoir, and irrigation works must be used only in the ways those reclamation laws allow.
