The Secretary of the Interior must set the rates or the way to calculate rates for power from Hoover Dam starting June 1, 1937. Those rates, plus other project income, must cover the cost to run and repair the project from that date; pay back Treasury advances with interest (advances made before June 1, 1937 must be repaid within fifty years from that date; later advances over fifty-year periods), excluding flood-control advances covered by section 617a(b) which are repaid under section 618f; provide $600,000 each year for the uses in section 618a(c); provide $500,000 each year for the uses in section 618a(d); and, from June 1, 1987 on, raise revenues by applying the rate increases in section 403(c)(2) of the Colorado River Basin Project Act of 1968 as amended. The rates may be changed or adjusted later as the Secretary decides.
