Officials may immediately set charges and make contracts under this law, but those charges and contracts will not take effect until the whole law is in force. The law becomes fully in force only after the Secretary finds two things: that the current lease of the Hoover Power Plant will be ended and the plant will be run as allowed by section 618h, and that people with contracts in effect on July 19, 1940 who must pay at least 90 percent of the firm energy have signed contracts agreeing to that operation and any other terms the Secretary requires. The 90 percent is computed at the end of the absorption periods in the Secretary’s rules that were in effect on July 19, 1940. If those contracts are not signed before June 1, 1941, the law ends and has no force.
