Protects the States' rights to the waters inside their borders as they were on July 19, 1940. It also lets States make laws about taking, controlling, and using those waters, unless the Colorado River compact or another interstate agreement changes those rights. Rules about setting charges under this subchapter do not change any State's rights to Colorado River system waters under the Colorado River compact. Sections 13(b), 13(c), and 13(d) of the Project Act (43 U.S.C. 617l(b), (c), and (d)) and other parts of that Act that do not conflict with this subchapter remain in force.
