Title 43 › Chapter 12B— COLORADO RIVER STORAGE PROJECT › § 620e
The Secretary must divide the total construction cost of each finished unit, project, or separable feature (except spending allowed by section 620g of this title) among power, irrigation, municipal water, flood control, navigation, or other reclamation purposes. Any share put toward nonreimbursable uses does not have to be paid back. If the Navajo participating project is approved, the Secretary must identify irrigation costs for Indian-owned tribal or restricted lands that cannot repay those costs; those costs will be nonreimbursable because helping the Navajo is a national responsibility. By January 1 each year, starting with fiscal year 1957, the Secretary must send Congress a report for the prior fiscal year on revenues and the costs to build, operate, and maintain the Colorado River storage project and its participating projects. The report must show the Federal investment allocated to power, irrigation, and other purposes, the progress of repayment so far, and year-by-year estimates of progress toward full repayment.
