Title 44 › Chapter 17— DISTRIBUTION AND SALE OF PUBLIC DOCUMENTS › § 1715
When the Government Publishing Office prints material without a congressional number for a government department or officer, or for use by congressional committees, the Director must send copies unless the material is confidential, is a blank form, or is a circular letter that is not public. Unless a committee orders otherwise, the Director must send two copies to the Senate library and two copies to the House library, and one copy to each chamber’s document room for reference. Those copies must stay there and may not be taken out.
