Title 44 › Chapter 21— NATIONAL ARCHIVES AND RECORDS ADMINISTRATION › § 2104
The Archivist must make rules needed to run the National Archives, and heads of executive agencies must issue orders to follow those rules. The Archivist can assign duties to Administration staff and allow further reassignments, but the Archivist stays responsible for those duties. The Archivist can set up the agency’s structure and open, move, or close regional or local offices. The Archivist must create an official seal that courts must accept. The Archivist can form unpaid advisory committees whose members can be paid travel costs and per diem under section 5703 of title 5. The Archivist must talk with other federal agencies for help. If allowed, investigative staff can administer oaths during investigations.
