The Deputy Director of the Government Publishing Office, a person the Joint Committee on Printing picks, and the appropriate superintendent must form three-person boards to inspect supplies and equipment and write reports. One board (with the superintendent of printing) checks paper. Another (with the superintendent of binding) checks other bindery materials. The Deputy Director, the superintendent of printing, and the Joint Committee designee also form a condemnation board the Director can call to inspect presses, machinery, and materials and decide if they should be condemned.
