Agencies must make and keep a complete list of all the data they create, collect, control, or store. That list must give a clear picture of each data asset. It must include metadata like a description (including variable names), the title, whether the data is open or may be withheld under section 552 of title 5, how the public can access it, when it was last updated, who is responsible for it, the owner, location, and any use restrictions. Data on a national security system (see section 11103 of title 40) must be left out. Agencies must update the list within 90 days after a data asset is created or identified. Agencies must also submit public data assets or links to them as open Government data for the Federal data catalogue, following the Director’s guidance. The General Services Administration must run one public website called the Federal data catalogue where agencies can publish data or links. The Director will work with the Office of Government Information Services and GSA to keep an online collection of tools, standards, and best practices (definitions, policies, checklists, and case studies) on that catalogue. The catalogue must tell the public how to get data that isn’t yet posted, including the application process under section 3583 of title 44. The Director may let the Administrators of OIRA and the Office of Electronic Government issue the required guidance.
