The Director must give agencies and the public an early, real chance to comment when making or changing information management policies, plans, rules, procedures, guidelines, or when reviewing collections of information. Anyone can ask the Director to review an agency’s information collection to see if a person must keep, give, or disclose the information under this law. If the request is not frivolous, the Director must work with the agency, reply within 60 days (or later if the requester is told), and take steps to fix any problems.
