The National Mediation Board can create a permanent National Air Transport Adjustment Board to quickly and fairly settle disputes between air carriers (airlines) and their employees about pay, rules, or working conditions. The Mediation Board must order the airlines and their national employee labor groups to pick four people to sit on the new board—two chosen by the airlines and two by the labor organizations—within 30 days. The new board must meet within 40 days and make rules for how it will run. If members leave or the parties fail to pick people, appointments, pay, hearings, decisions, enforcement, and staff rules follow the same procedures as those in section 153 of this title. Once the National Air Transport Adjustment Board is set up, any local, group, or regional adjustment board can be dropped by either side. If one party is not satisfied, that party may give 90 days’ notice and move the dispute under the national board’s control.
