If a vessel must follow the federal rules about hiring seamen, the captain must send the vessel owner a report whenever a seaman is hired or let go. The report must use the form and filing method the regulations require so the owner can show compliance with crew laws. This rule does not apply to a ferry or a towing vessel used in a ferry operation that is employed only in trades other than with foreign ports, lakes, bays, sounds, bayous, canals, or harbors.
