It covers certain U.S. ships on particular trips. It applies when a U.S. ship travels between a U.S. port and a foreign port, but not if the foreign port is in Canada, Mexico, or the West Indies. It also applies when a U.S. ship of at least 75 gross tons, measured the way the law requires, goes from a U.S. Atlantic port to a U.S. Pacific port. It does not cover ships whose crew are paid by sharing the voyage’s profit or result, or riding gang members. Unless the law says otherwise, it also does not apply to foreign ships.
