Owners and people in charge must give every seaman a written, signed shipping agreement before work starts. It must show the date and hour to be aboard and must not cover wage allotments or a scale of provisions. The agreement must be kept and shown to the seaman. The Secretary will require companies to keep and, on request, show records of engagement, discharge, and service to the seaman and the Coast Guard.
