U.S. vessels must carry a medicine chest when they go from a U.S. port to a foreign port (except Canada). Also, U.S. ships of at least 75 gross tons on voyages between Atlantic and Pacific U.S. ports must have one. If a vessel does not have the required medicine chest, the owner and the captain must pay a $500 civil penalty to the U.S. government. If the owner caused the problem, the captain can recover the penalty and costs from the owner.
